For PVP i would not use bc, personally i use AF¦s and intys when it comes to PVP but for missions then i am Prophecy fanatic.
My Prophecy setup atm.
4x Medium Beam II
2x Heavy Beam I
1x 'arb' Heavy Missile Launcer
--
1x 10mn AB II
2x Cap Recharger II
--
1600mm Armor Plate II
2x 20% Nano Membrane II
1x Med Armor Repair II
2x Cap Relay I
--
9x Light Drones
I do all lvl 3 with this setup and some lvl 4
btw. with this setup i never ever warp out of any lvl 3 missions to repair or recharge cap and i get all my time bonuses (almost boring overkill)

With my high tracking (Motion Prediction) and high r.o.f. (Rapid Firing) i tend to hit the spider drones more then not with my t2 small lasers

The launcers and my own drones are helpful but not vital not like they where when i was starting out lvl3 mission few months back.
Before i always fitted web for these pesky little buggers but now i just fit cap recharger II insted for stamina since i am able to hit drones/frigs orbiting at high speed and close range.

You cant really compair small tech 2 to medium tech 1 (even if it is named pulse) when dealing with r.o.f. and tracking
My Medium Beam Laser II¦s (small) have tracking speed/accuracy 0.1284 rad/sec - r.o.f. 2.83 sec - damage modifier 5.582304 x - opt range w/multi 7,590 m - opt range w/radio 24km - fallout 4,200 m

There is factor you are not adding into your calculation there O'Sirius.
That factor is (sig) Sinature Reselution.
Each gun has a base signature that they work
against, anything bigger they hit normally, anything smaller they have a harder time hitting.
Large guns have that at 400m vs the tiny drone sig.
Your Heavy Modulated Pulse (medium size) sig res is 125m.
My Medium pulse II (small size) sig res is 40m.
The sig of the spider drone is significantly under 125m, proably around 50 maybe.
In other words i hit faster, harder and alot more often then medium size tech 1 laser with my small beam tech II laser
